the US has spend hundreds of billions (a domestic marshall plan) on trying to raise Blacks out of poverty without success. It is German discipline and education that has brought Germany to the top ranks economically. they have reunited their country successfully.
money spend on poverty in the US, which has been much more than the marshal plan is a bottomless sinkhole. not only has it been a complete waste of money but it has mired the country in debt that our children will never be able to pay off. it also has created an underclass that will be permanently dependent on the gov't and who are antagonistic to the general population.

finally money given was not out of altruism but in self interest to prevent the spread of communism. again, questionably, not very successfully.
