Just my guess:
A possibility would be people working in foreign affairs using a separate server independently from the main server could be quite normal for IT security purpose.
Perhaps a standard protocol in their profession, especially when requiring a lot of travels staying/living overseas hotels, sometimes in opponent and underdeveloped countries, that could easily cause worries (or real risks) of security compromise, unavoidable whenever using the Internet!
Rather than logging in directly on the main server for accessing required documents. Having assistants manually to transfer files physically, instead of electronically, is a must.
All is done in order to protect the main server.
