Those are actual votes as they come in county by county. States don't release the votes at all once. They come in county by county.

k,thx for the explanation, i was wondering why some of these close states start out like 63-38 then come down to 50-50, i was just wondering wtf was going on with some of these close states.

The best thing Romney can hope for is to win the popular vote. It gives the republicans a little bit of leverage.
