This is a good observation IMO.
California is a larger but less distinct example. The state government will simply *not* consider reducing or controlling its spending and so raising taxes appears to them to be the only solution regardless of how high those taxes are.
Governor Moonbeam would rather furlough teachers and reduce the length of the school year than consider cancelling his high-speed train.
