EDGA ROUC routing strategy

Do I have this right...

Am I reading this correctly, If I route to EDGA using ROUC will I only be charged 20 mils no matter what? So if the order exchange posting is ARCA I will only be charged 20 mils to take on ARCA. Is that correct using EDGA_ROUC routing strategy?

No you can't route to arca for 20 mils... the order will just post in the edgabook and await an incoming order to match it.

Won't hit ARCA (or NASDAQ's main book or BATS, etc).

ROUC only hits:
EDGA book
ELP1 & ELP2
BX
NYSE

So when will they charge you 20 mils?

when you hit EDGA? BX? or the ELPs?`
