That would be a good subject for a political scientist's dissertation.
 
But let's not forget it's the Congress not the President. Getting Rid of Glass Steagal was a thoropugly Republican effort, Gramm Leach Bliley. It was a few Democrats that opposed. They stood on the Senate floor and predicted exactly what would happen. And they were right! I do recognize that Clinton had to sign that must pass Omnibus Spending Bill that the Republicans had attached the Financial Modernization Act to (Just prior top the Christmas recess), otherwise the government would have been shut down. It was a "clever" maneuver by that asshole Phil Gramm, in the waning days of lame duck Clinton's presidency. Clinton has never been taken to task for signing. Never asked whether he was aware of what he was signing. We should ask him to justify.

The bill passed the democrat controlled the senate by a vote of 90-8. Bill Clinton, a democrat, signed the bill into law on November 12, 1999. Bill Clinton left office in January, 2001, 14 months later.

And, Obama and the democrat controlled congress did not reinstate it, when they passed Dodd Frank.

While I am happy to see some bonus money being doled out to the workers, bonuses aren't to be a satisfactory substitute to hiring. I'll call this tax plan a success when there is broad based hiring across the board in all sectors. We need to see numbers approaching 400K on the monthly, and 150-200 of that needs to be in manufacturing and construction. If not, it's just a ruse.

Volcker rule in Dodd Frank reinstated the Glass Steagal in a modern way, something Cons are trying to undo.
