You can't say that publicly nowadays. Large parts of the planet only exist due to remittances and aid from first world countries. Some countries always bounce back from disaster, from Korea to Japan to most of Europe. Others are in a near permanent state of disaster. But everyone has their excuse of why they can't.

There's also another side to this equation, the demand for resources would be lower without the first world countries. I'm not sure the western innovation was necessarily good in that we now are seeing 3rd world populations balloon. While we're not running out of land, quality of life will decline for everyone as the population grows. India adds 10 million people per year to the planet, Africa over 33 million. Those are some crazy numbers.
 
Can you imagine what Africa would look like today without European colonization? It would be a complete disaster. It was a violent disaster before European colonization, various tribes were in a constant state of war and they were killing and enslaving one another which even goes on today. They were selling their own people to muslim slave traders and european slave traders. The Europeans brought stability, innovation, education, modern medicine, running water, and infrastructure. It helped Africa immensely. What happened when the Europeans left ? The stability that was created suddenly fell into chaos despite being given all the modern advantages they otherwise would not of had. Rival tribes and gangs are killing one another making Africa amongst the most dangerous places on earth. That kind of violent warfare in now happening in our own inner cities but thats another story.

Venezuela has some european influence. Some German and Italian. Mexican heritage is flawed since you have to go back very far to find Spanish colonization.
Most stable country in south america is Chile due to so many German immigrants.
