with these ECN rebates must a 'prop' trader make the market, or in other words post the best bid / offer to get these rebates?

or can a trader still get the rebate if he buys the posted offer?

rebates are only for adding liquidity

Yes they offer rebates. Tell them ur trading style and they will adjust the pricing to your needs.
