Mueller came on in the Bush Administration and Obama kept him. Trump is an outsider and George W. Bush and Jeb Bush as well as Obama were considered to be establishment politicians and had the full support of their respective parties. Trump was a political outsider and did not initially have full party support.
An establishment politician will not ever rock the boat as in changing the status quo. Long term Sub 20% Congressional approval ratings should tell you the public is not happy with establishment politicians because of the public’s likely perception of entrenched political corruption and lack of representation.
