Did you even read the Mueller report or saw Hannity's version? Don Jr. was found to be a inbred retard with no working brain and hence he and Kushner were deferred from prosecution, Trump will be charged after he leaves office while 13 other criminal investigations continue on both of them.

As far as why Mueller was originally appointed, I don’t know. I wasn’t there. Looking at wikipedia.org, the timeline indicates G.W. Bush was in office at the time.
