I'll answer my own question in case others are searching on this topic:
SEC Charge Note: SEC charges a fee of $25.70 per $1,000,000.00 (effective April 13 2009) of market value for all SELL side orders. This fee is assessed for all SELL orders executed by Online Brokerage Services and is added to any total commissions charged.
FINRA TAF (Trading Activity Fee) On October 1, 2004, the SEC approved a FINRA rule filing amending the Trading Activity Fee (TAF) to reduce the TAF rate for covered equity securities** as well as reduce the maximum per trade charge on covered equity securities.
As a result of this amendment, the TAF rate has been reduced from $0.10 per 1,000 to $0.075 per 1,000 shares. The maximum rate has been reduced from $10.00 on a 100,000 share trade to $3.75 on a 50,000 share trade. These changes are effective November 1, 2004.
