Wrong. As Commander in Chief, any president has the absolute authority to declassify any documents, at any time they wish and there is no protocol that has to be followed.

Congreff may only impeach a president. In addition, there is no protocol when it comes to the president declassifying documents. He or she may declassify in writing or in any way that they wish, including not telling anyone.
