2008 Obama + 6I would point more to the huge population growth in Northern VA counties of Arlington, Fairfax, Alexandria and Loudon County. I would bet that if you look at the population, most of it falls in those 4 counties which does cover a huge swath of real estate but one that has turned Blue. The rest of the state has few people/population centers.
If you look at the 2016 EC map by counties the blue areas are the ones with actual people. All those red ones you see have hardly any people and just is mostly farmland. Once the D.C. suburbs and Richmond area went blue, the state went blue.
interesting to note the Norfolk area in Blue which covers a huge naval military base which houses a lot of military families.

The lower map is a density map of the population so you can see it is in two clusters really which vote blue.

2012 Obama +4
2016 Hillary+5(Probabaly got a boost from Kaine)
2017 Ex felons start voting
2017- Northem + 10
2018- Dems take legislature for the first time in decades.
2008 to 2016 was pretty stagnet with Dems winning by around 5.Immediately after felons start voting thier winning margins double.I dont think its all from migration.Enough people to double the margins didnt move there from Nov 2016 to 2017.
