So ...some business has a bunch of crap that costs more to store than it is worth (either literally or in terms of occupied space)... the dollar guys take it away for free or at extremely low cost and outlet it in their stores.

Yeah, and on the "high end", you have Marshalls and TJ Maxx which also warehouse the stuff that other retailers want rid of. Not complaining, as you can find decent clothing, kitchen utensils, other nick nacks at a nice discount.
The one thing I can never figure out nowadays is why on earth do people pay full retail mark-up for clothing when you can go to any number of places that have it for 60-80% off.
