Does this paper about indicators make any sense?

No random process carries information about the future with certainty. Probability 1 is always the past. Even, no physical law has probability 1 as statistical mechanics show. There is no certainty in the world with respect to events in time - period - quantum mechanics tell you that, measure one thing and you create uncertainty in the measurement of another by the very act of measuring.
