no. sometimes charts make news and sometimes news makes charts.
Sure, it still works, Just from now on you can only take the buysignals, and you must ignore the sellsignals - ha!

Just don't trade the financial stocks to get around the new no short-selling rule.
There's also the option of trading futures that don't have such a rule nor the uptick rule.
Simply, you always have a market to trade to apply your TA.

But seriously, sure TA still works. More from a self-fulfilling standpoint than before because a significant portion of market particpants use some sort of TA, but it still works. Buy dips is easier however.
