Does IB reimburse ACATS transfer out fees from my current US broker?

I'm not sure whether I understand your question correctly. You have an open position (e.g. stocks) at another broker and want to transfer this position to IB. The other broker charges a fee for this transfer out and you want IB to refund that to you? Is that your question?

some brokers do it as incentive to win the account, like a promo fee

I would be very surprised if somebody responds that IB actually does this for a retail customer. I can imagine that the situation would be different if you are an institutional (potential) customer negotiating to bring in many millions of USD.

IB had promotion from time to time saw once on benzinga so why not
