Does Austerity require absolute monarchy?

So, how does one implement the necessary adjustments?

Monarchy? Dictator? Surely not by casting votes for politicians. Regardless of whatever name you call it, genuine austerity will likely require an IRON (and unpopular) HAND to implement.
