It's called a Jib.
I think it might have something to do with race car driving, or a light dolly????
Also the guy that owns it is a Transportation captain in the movie industry... so the dolly idea might be correct.

It's a Jib Camera Stand. It's used for getting really good smooth shots that swoop down onto the characters.
