Have to disagree with your premise. First, I don't believe there's any conceivable way we can estimate, with any degree of reliability, 0-60 time with optimal shifting to maximize acceleration and therefore minimize time to speed, just from knowing 40-60 time in 2nd gear. Depends on test driver's skill... gear ratios... maximum speed in each gear... the shape of the torque curve... clutch slippage, if any... wheel spin at launch, if any... twin turbos spool-up characteristics... use of overboost (that's the deceptively low-key Sport button)... and a few other factors. How are you estimating?
Second, the 2007 911 Turbo isn't just any "stock street car," heh... Plenty of reviews out there online, from all the major and not-so-major car rags and portals. Motor Trend, for example, has clocked it from 0-60 in 3.2 s.
More importantly, the 911 Turbo has been measured at 1.2g straight-line acceleration, presumably in 1st gear. 40 to 60 mph -- or 18.02 to 27.03 m/s -- in 1 s translates to "only" 0.92g.
On the other hand, doing that in 2nd gear (as mentioned in the video) is quite a bit more of a challenge than doing it in 1st. Besides the obvious (gear ratios), that car can reach 60 mph in 1st gear, so that clearly isn't optimal use of gears. I suspect the 997 is fully capable of 40-60 mph around 1 s in 1st gear, if not quite in 2nd gear, so technically, you may well be correct in your "no way" claim (although not for the right reason), in the context of the video.

This site can generate on-the-fly performance stats from any user-specified speed1 to speed2, for a reasonably comprehensive all-time list of cars. The 911 Turbo isn't listed yet, but would almost certainly be up there, in the 1 s range, give or take a tenth or two.
