Obviously wait staff don't make enough to live on and if you don't tip them properly, then they get screwed. But whose responsibility is this? Is it the proprietors? Or the customers?

Best restaurant service seems to be in the places where the proprietors make SURE the service is good. These are the places that hire (and keep) the very best wait people.....like a Morton's or places like that (for those unfamiliar with Morton's...high line steak chain out of Chicago).
