As long as Ron is gov. it won't happen BUT what if the federal government requires it or they cut off ALL federal funding?
With the corrupt regime in place now, that's very likely to happen.
Federal government could also force banks to require digital ID so banks will be forced to drop any customers that don't comply. Banks will follow the federal government.
They want TOTAL control over us so won't let individual states decide IMO.
