Yes, what Clinton said was basically true. Clinton had a few errors, but foreign policy wasn't one of them. He did a good job regarding foreign policy.

Clinton had a much more efficient way of dealing with the Jihadist problem. Covert ops, targeted missions, more surgical precision. Not stupid, multi trillion dollar wars. On top cutting capital gains tax in half... Clinton was a better president than Bush, easily... If there was one mistake of the Clinton admin, it was the repeal of Glass-Steagal which was of course initiated by the Republicans of that era...
