Diamond Jim Market Timing Indicator

Has anyone seen or used this indicator. A quick serch of the web turns up no reference to this formula, but I'm curious about how it's computed.

For further backgroud take a look at the site where I stumbled across it:

It's listed under the "market indicators" tab on the left.

Any help is appreciated.
