It's going to be a challenging election, because millions more ARE going to vote by mail, and some systems are not ready. But voters, liberal and conservative, will be voting by mail regardless. You need to note that Absentee voting is different than "voting by mail". Absentee ballot rules vary greatly across states. Absentee ballots in many/some states require the following:
North Carolina is one of the most "liberal" states with absentee ballots - our information can be found here.
- A justifiable reason a absentee ballot is being used (required in 17 states). COVID is not a valid reason.
- One or more witness(es) to the absentee ballot -- who have to sign it.
- If you are located in-state - a family member or legal guardian must deliver the absentee ballot to the election officials (you simply do not mail it in) in some states.

many states do not require a sworn affidavit reason to request an absentee ballot.... I think you cannot generalize but have to look state by state. You just have to prove you are registered to vote and your ID when you sign up for absentee ballot.
I know in my State they do not ask or make you pick a list of things.
Think about it, how is a State going to tell you what reason is good enough to absentee vote, if you request it in enough time before the election, you can get an absentee ballot.
