Most local businessmen know its a stupid rule. Wear a mask when you come in but not when you're sitting down. WTF.

So they don't enforce it. They haven't enforced it.

But go to an Outback or a Bonefish Grill or something and yeah, mask on. Of course those places have been more empty than the local eateries.

That's right. Your national and bigger companies have corporate telling them what to do and hiding behind "insurance" concerns.

I'll try to dumb it down.
1. People wearing masks some of the time in the restaurant, is better than people wearing masks none of the time.

2. Generally: Wearing a mask while walking indoors is important as you could possibly infect more people while walking about, unmasked. But there is less risk to more people when you are seated.

Florida's new cases 7 day average bottomed out Oct 10th, curiously when 0 was announced since reporting records were said to be inaccurate and umm we have to check and re-check. Nonetheless new cases have been rising week after week since so no surprise deaths now have bottomed out and now are rising - average at highest level in 6 days.
 
worldometer does not agree with your statement regarding deaths.
at them moment...

its a pretty low... but I would expect more deaths to be filled in over the coming days...

are you looking at a different data set?
