Some of this is very general and easy to state in any situation: "Centralized policy response". But you've got the view from the cheap seats. You don't know what is going on in the governor's office. You suspect you do, but I doubt any of us does.

There are clear examples of the proper way to handle COVID-19 public health policies in a successful manner. Florida can start by simply following the 60+ page CDC guidelines for re-opening. Something they have not done at all.
I am not going to go step-by-step for thousands of words for what Florida should do when there is plenty of available public health guidance on what states & countries should do to successfully address the COVID-19 pandemic. Obviously Florida needs to make significant changes to be even minimal compliant with the suggested best practices used in successful countries such as New Zealand, Japan, and Germany.
