You cited an article that talks about creating a NEW COMMITTEE - those need APPROPRIATIONS aka funding which is why Boehner could stop it. Committees need staff which means FUNDING.

They don't need funding to REQUEST FBI to start an investigation, no way Boehner could block that.

I already explained to you that investigating something on their own REQUIRES funding which is why Boehner who controls the appropriations has a say - anything else - like ASKING the FBI to look into something or issuing subpoena etc DOESN'T require Boehner's approval.

I.E. - Anything that doesn't need new funds to probe is in the Chairman's complete control.

Why don't you contact Gowdy and ask him yourself, he will confirm it for you. In fact, you can watch the Comey testimony where a Chaffetz asked if he could investigate Clinton for perjury and he said that he will when he gets the request. If Boehner/Ryan controlled the committees the way you think they are, then how can he have asked that question?
