The vote was presided over by Los Angeles Mayor Tony "the clown" Villaraigosa. Tony failed the California bar exam 5 times, and apparently he still hasn't learned how to count. There's no way that voice vote had a two-thirds majority.

Neither was this, which has far greater consequences than the God & Jerusalem snafu. When the outcomes of a vote are already written into the script...Houston, we have a problem.
