Democrat Florida Gov. Candidate Debate Cheating Explanation Debunked

Rick Scott accusing someone of breaking rules in a debate. Is this the same Rick Scott that:
"refused to testify about his role as CEO of Columbia/HCA Healthcare Corp., which was hit with a record $1.7 billion fine after Scott was forced out by its board in 1997 amid a federal fraud investigation."

In a grand scheme of things, a debate rule violation seems petty.
