This whole balck majority district gerrymandering is one of the dirty little secrets of Washington. The Justice Department, through its oversight of southern election laws, insists on it. Republicans however don't mind it either. It concentrates democrat bloc votes in one district, rather than spreading them out, plus it ensures the election of morons like this woman. Call it win-win, unless you happen to care about democracy, etc.
