IB sends out statements if there is accounting activity in the account. That is similar to most brokerages I know.

What you want is a price alert. That is available and you can easily set that up via the TWS. The alerts can trigger orders or in your case you can decide to have it trigger an email. Please refer to the manual for further instructions.
