Custom scanner using existing tools

Hello,

Looking for someone who can build custom scanner.
I will explain on chart what I mean and soft/script need to find those stocks.

It can be done with power language of MultiCharts(or net C#)
or
e.g. Equity Feed setup (probably possible also)
or
any other powerfull platform which can process many markets and charts quickly
I need to find stocks with my charting in few clicks

I'm new with Multi, so you don't recommend it for fast stock analysis?
I will be using Market Screener Plus from Esignal, or Equity Feed then, they are fast but my concern if advanced enough.
Any good opinion about speed of Trade Ideas for example ?
