cursor keep freezing?

Check out if "Interrupts" are hogging CPU at these intervals. Sounds like a hardware conflict of some sort. Best to use something like Process Hacker to get a good overview on where your CPU time is spent.
 
Why do you need to update the mouse driver ? Maybe everything else is really totally fine here, what do you say about that ? Usually it works very well with the standart windows drivers for sure. I do not get all that for real. Something on the current PC is not right.
