crude inventory releases?

i know that the crude inventories are supposed to be released at 1030A, but they never seem to be. today's was around 1034-5ish, and i've seen as early as 1032 before, so my question is:

what is the range for when the data is actually released based on your personal experiences? is it ever before 1030, or after 1035?
