crossed quotes

Not to be picky, but when the bid and ask are at the same price, it's called a 'Locked Market'. A 'Crossed Market' is when the bid is higher than the offer.
You can't have a locked or crossed market during normal trading session. Only in pre-opening. Otherwise, as Robert M. said, someone is having a market data issue.
 
By way of your thinking I would say that you have previously traded Forex probably. Certainly, you need to know that not everything from Forex market can be applied on stock market. Same with cross-quotes. These just dont work in any way with stocks
