it's really interesting - big us-firms rent (or lease) infrastructure for example here in austria - our local communities rent it back - and the us-firm pays several million eur because it saves a lot more in us-taxes.
this is already realized with sewerages, traines, planes, or powerstations, etc.
i don't know anything about your tax laws - but this is really cool.
