Cross and lock the market. Illegal????? When???

Hello,

I heard something about a new rule in the NASDAQ stock market but I am not very sure if they will aprove it.

I usually cross a stock with EDGX and it works fine for me, but if this new rule comes true it will change a lot my trading style.

Anyone there, please?
