It is not gene based but, more based on upbringing. Children in poor Asian countries see and experience first hand, poverty. You have to scramble and find a way to earn a living, to eat or starve if you are lazy. So, Asians tend to study hard in school as a way raise themselves from poverty and have a decent life. It is more effort than, just being naturally smart. In contrast, children in the US also, experience poverty but, there is a social net. Food stamps, welfare checks, section 8 housing vouchers, etc. Why work or even study, when the government will take care of you? Children of those dependent on handouts will continue the practice because they see the benefits of getting something for nothing. Study in school? Why? No need for it. And the more children you have, the more welfare, food stamp, section 8 benefits you get. So, why work? Why study?
75% gene based, from identical twin studies.
