Reporters Without Borders today condemned the Iraqi governmentâs decision yesterday to close down two privately-owned TV stations for âinciting violence and murderâ by screening footage of protests against former President Saddam Husseinâs death sentence. The main daily newspapers have also been suspended for three days beginning yesterday under a curfew decreed prior to the verdict.
âAs well as the growing violence against journalists in the field, press freedom violations are also on the increase,â Reporters Without Borders said. âWe fear that the Iraqi authorities are exploiting the publicâs concern about the bombings and sectarian violence in order to restrict press freedom more and more. Both Iraqi and foreign journalists should be able to freely report the Iraqi peopleâs reactions.â
The interior ministry yesterday ordered the closure of the Al-Zaura and Salah-Eddin TV stations for broadcasting images of demonstrators brandishing pictures of Saddam and protesting against the courtâs verdict. They had incited sectarian violence, the ministry claimed, without specifying when they would be allowed back on the air.
Reporters Without Borders learned that around 50 policemen also overran the Baghdad studios of the privately-owned Iraqi TV station Al Sharkiya and threatened to close it down if it broadcast programmes about Saddamâs trial.
Ahmed Al Rashid, one of Al Sharkiyaâs journalists, was killed in his car two days before, on 3 November, as he was leaving the station.
Reporters Without Borders also learned that two Iraqi journalists were attacked by policemen last month in the city of Najaf. Amir Al-Akaishi, a correspondent of the newspaper Al-Mada, was attacked for writing about the local populationâs difficulties. Saadun Al-Jabairi of the satellite TV station Al-Nahrain was prevented from filming religious festivities marking the death of Imam Ali Bin Abi Talib.

Canada's assistance focuses on the following priorities:
* help Iraq build its social and economic base;
* help Iraq develop effective governance and security structures, ensure respect for human rights and the rule of law, and promote gender equality; and
* promote regional democratic development.
To date, a total of $185 million of the $300 million has been disbursed ($45 million in 2004-2005). Canada is strongly committed to a multilateral approach to Iraq.
Our position is the fourth largest donor to the International Reconstruction Fund Facility for Iraq (IRFFI); and our role as Chair of IRFFI.Our multilateral assistance has supported enhanced education and health services, the promotion of human rights, and the development of Iraq's electoral process. While support for multilateralism and our role as Chair of IRFFI remain central to Canada's position in Iraq, we continue to deliver a strong bilateral assistance program. Our bilateral program has focused on a number of initiatives including: training Iraqi police officers; supporting the constitutional referendum and subsequent national elections by the International Mission for Iraqi Elections; developing the capacities of non-governmental organizations; and providing governance support for targeted Iraqi institutions.
In the years to come, Canada will be putting more emphasis on its foreign policy priorities for fragile states through increased support for governance and human rights, including women's rights. With our focus on governance, we hope to strengthen Iraq's capacity to use aid more effectively and to reach the objectives stated in Iraq's National Development Strategy.
