It isn't a FOMC meeting.

"Due to participate in a panel discussion titled "Perspectives on Monetary Policy" at the Thomas Laubach Research Conference, in Washington DC."

A low-impact event, as you can tell by the action. Which doesn't look very tradeable yet. Being an op-ex day, things might liven up in the afternoon, although I suspect all the action was yesterday.
