The goal was not that vaccines are designed for herd immunity. Instead, its the public health policies that are attempting to use the vaccines to reach herd immunity.
Not possible for many reasons that were not mentioned by the author (UKs top vaccine boss).
For example:
The fact that they're now talking about vaccinating the immunocompromised individuals with a 3rd booster shot and the fact the public health policies are now shifting to focus on the effectiveness of vaccines to minimize Hospitalization, ICU admissions, and Deaths...
Less emphasis on the efficacy of vaccines while governments are realizing that 30% - 40% of the population will never allow anyone to give them a Covid vaccine in this well-connected social environment via the internet.
My point, you're now going to see a shift in public health policies and by government leaders towards medical antiviral treatments to try to help those that refuse vaccination that then later becomes severely ill from a Covid infection.
This is how you live your life with Covid or any other disease in a future Pandemic (we do get 3 Pandemics per century). You vaccinate the healthy and try to manage the disease in those that do not want vaccination via medical antiviral treatments when they become infected.
In my opinion, the above will allow Healthcare Industry to become the fastest growing industry in the world. Cities will literally double or triple their number of hospitals and medical clinics in the next 10 years or they'll just extend or build up existing hospitals.
In fact, I think new skyscrapers in cities will be hospitals. Seriously, 10 years from now, you could be a patient on the 60th floor.
P.S. If you're someone looking for investments in stocks for your children's financial future...put hospital stocks in that portfolio especially after the way stocks moved via the Pandemic (black swan event) last year.

- Vaccine hesitancy. Some people may object to getting a COVID-19 vaccine because of religious objections, fears about the possible risks or skepticism about the benefits. If the proportion of vaccinated people in a community is below the herd immunity threshold, a contagious disease could continue to spread.
- Protection questions. It’s not clear how long the COVID-19 vaccines will protect you from COVID-19. Further research is needed to see how much the COVID-19 vaccines reduce transmission of the COVID-19 virus. Also, research suggests that COVID-19 vaccines may have lower efficacy against some of the variants of the COVID-19 virus. New variants, which could be more resistant to vaccines, are regularly emerging.
- Uneven vaccine roll-out. The distribution of COVID-19 vaccines has greatly varied among and within countries. If one community achieves a high COVID-19 vaccination rate and surrounding areas don’t, outbreaks can occur if the populations' mix.
