There are "Seven states—Arkansas, Iowa, Nebraska, North Dakota, South Dakota, Utah, and Wyoming" that did not have stay-at-home orders. Of course these are mostly rural states with a different demographic. However Fauci is correct in stating the "U.S. did not totally shutdown".

“Those are the things that really bother me as a citizen,” he said. “He really takes it very lightly.”
However, Trump supporter Cecilia Levings told CNN that many people are simply second guessing the president and playing “armchair quarterback.”
