Ideally, if Ratcliffe were to show massive Chinese interference and fraud, then states votes could be challenged and some Dems move over and vote to not accept state's electors. This would be much preferred to martial law. I can understand though why Trump would want to, and have every right to, declare it what with the total whitewashing of the massive fraud evidence that has occurred.
