I would say 75% of those promises are shit a president cannot even deliver anyway....so...lot of it would require.Congress to pass a budget or law and Dems barely have control...
Simple-minded people believe the President can do these thing and make it stick...so they vote based on that...its sad

If the President has The Senate and House as Biden did his first 2 years he could have.
 
Only 51 votes are needed to get rid of the filibuster.
Democrats need to elect 51 Senators who are willing to vote to remove the filibuster
Seems like that would be easier then trying to create new states

The Democrats did do this in 2013 when they voted to remove the filibuster for District Court nominations...and six years later they lost the Supreme Court for a generation

...Changing the rules is a dangerous game
