Depends, Romans and Greeks had a long lasting hierarchical society, "metics" were the Greek middle class. Similar existed all through history. It was not all royalty and serfs.
A society in terminal decline looks like the US does now. Competition among the rich gets worse and worse, when everyone has crazy money how else do you stand out? They start to enter politics directly instead of using proxies and it all goes tits up.
Kind of makes you want to be in the top 1% or at least the top 10%, doesn't it?
