Putnam on how mixed ethnic population groups react to each other... it is naturally increasing the distrust between each of the groups - but this also results in stronger integrity trust social structures being needed and with a consensus as being fair and balanced. This is basically the success of the European Union - diverse group of nations, but robust and fair trust models reached in a consensual way - aka democracy.

Of course, the corruption in Washington with Fannie Mae and Freddie Mac is going to send some congress members and politicians to jail, but otherwise the corrupt politicians are protecting themselves through legislation and throwing wrenches into any investigations.
