While your rationalization seemingly has merit let's play this through from a few different perspectives...
What if some child make the "mistake" of being born with a congenital condition that's so rare that it's not economically viable for private pharma to develop a treatment without government funding to defray costs?
What of some guy made the "mistake" of becoming a cop only to get shot in the neck and end up a quadriplegic and now needs large chunks of money so that he gets a chance to watch his kids grow up?
What if some wife and kids made the "mistake" of sending their husband and dad off to work in the kitchen of Windows on the World in WTC the morning of 9/11 to earn his pay washing dishes. Now her and the kids need public assistance since he didn't work in the "right" job that had a big death payoff.
