I doesn't say all the memos, and there in no indication he gave classified information to anyone unauthorized to receive it. If fact it states that he specifically prepared a memo devoid of any classified information that he later gave to his attorney friend to intentionally leak. Nothing will come of this, just as nothing will come of Clinton's injudicious use of a personal server. Not because they are being let off the hook, but because in Comey's case there is no illegality, and because in Clinton's case, based on precedence, there is a virtual zero chance of successful prosecution.
