Interesting question - I was referring to speeds from Boston to NY, which is routinely 20Mb download. Since there are probably at least a dozen or more hops between Boston and the west coast, I never used S.F. or L.A. to measure. Latency skews the results and doesn't reflect the actual speed even it it is more realistic. It's not unusual for remote server bandwidth to be the bottleneck.
The FIOS service is nominally assymetric, 20/5 but the upload speed is never as good at that. Right now, I'm getting around 14Mb download, and about 1.4Mb upload to either west coast site but there's alot of variance. The same test to NYC yields 21/4.5
