Why do you believe this? Why anyone would believe this is a question that has always puzzled me. . Sure, a few examples of non-citizens turning up on the voter roles have been reported, but "millions" of illegals actually voting!!!

The number of undocumented immigrants living in the fifty united states was estimated at about 11 million in 2016. It would not seem possible for millions of illegals to vote in California even if 100% of the undocumented immigrants in California voted.
